Grievance filed re Libn III Exam at LAPubL

A grievance was filed 12-30-02 within the Los Angeles Public Library System in regard to the Librarian III promotional examination (interview examination). This grievance presents eight issues: (1) policy of not permitting inspection of examination scores and answers; (2) exam failed to meet the civil service \"competitive exam\" requirement(California Constitution, Art.7, Sec.1 (b); (3) one of interviewers not a librarian and, therefore, not qualified to be a rater; (4) Comments made by the raters reveal ignorance of the subject matter; (5) Library Manual Sec.2:322(1)(c) which authorizes an unqualified person to sit as a rater conflicts with civil service principles; (6) duties and responsibilities of Librarian II & III positions need to be clarified; (7) No Seniority Credit was given in this exam, contrary to Los Angeles City Charter, Art.10, Sec. 1009; (8) One of raters (who is a librarian) was unqualified because of longtime (& well known) personal bias against the grievant.

Grievant was told by Human Resources people that going from Librarian III to Senior Librarian is, indeed, a “promotion”. However, going from Librarian II to Librarian III is ”not really a promotion” – just a “pay grade advancement” (not requiring civil service rules to be followed). Although this distinction is regarded as common knowledge by Human Resources people, California Law says that going to a HIGHER PAY SCALE and different responsibilities (eg, from Librarian II to Librarian III) is, indeed, a \"promotion\".

Grievant was informed by the President of the Librarians Guild today that \"some action\" will be taken by the Guild in regard to the Grievance.
